After the Great Patriotic War ended, the USSR faced the task of replacing its obsolete fleet of Pe-2 bombers with the modern Tu-2. To this end, Omsk Plant No. 166, where the first Tu-2s were produced, was ordered to resume manufacturing the aircraft. Changes were made to the aircraft's design during its development, most notably to the design of the wing fuel tanks. The first series of aircraft produced by Plant No. 166 corresponded to the 40th series produced by Plant No. 23. A total of 221 Tu-2s were produced at Plant No. 166 between 1946 and 1949.

The Tu-2S (1) was introduced in Update 1.29. It has an impressive bomb load and excellent offensive and defensive weapons, enabling it to shoot down enemy bombers and fighters in flight. Additionally, thanks to its protected fuel tanks and crew armor, the Tu-2S (1) has decent survivability. However, the bomber has a few disadvantages: its maximum speed is not exceptional compared to its main opponents, and its climb rate is low.
