In the 1960s, the Norwegian Air Force was looking for a replacement for its aging F-86 Sabres. The military was attracted to the inexpensive yet relatively fast and maneuverable F-5 Freedom Fighter. The aircraft was modified specifically for Norway: ability to use AGM-12 Bullpup missiles was added, a brake hook was installed for emergency landings, and rocket booster mounts were installed, though they were never used. In 1964, the Air Force ordered 56 single-seat F-5A(G) aircraft and eight two-seat F-5B(G) aircraft.

New Ferranti optical ballistic computers were installed on the aircraft in 1973, and all F-5s underwent the SLEP program in 1984 to extend their service life. In addition to repairing cracks in the fuselage, the F-5A(G) received RWR and the ability to install countermeasures. In 1991, seven F-5A(G)s received HUDs similar to those on the F-16. Due to the increased delivery of F-16s, the F-5s were gradually withdrawn from service beginning in 1982. They were sold to other European countries and the United States. One of these sold aircraft was used as the base for the American X-29A prototype. The remaining aircraft were used to test the Penguin anti-ship missile and were decommissioned in 2007.

The Norwegian F-5A(G) was introduced as a reward for the 2025 "Freedom Fighter" event in the Swedish aviation research tree. Although it is rather slow, it is maneuverable and good at conserving energy at high speeds. Unlike the American F-5A, the Norwegian F-5A boasts more advanced AIM-9L air-to-air missiles, improved RWR, and Penguin anti-ship missiles.
