The Fiat 6616 is an Italian armoured car developed as a joint venture between Fiat and OTO Melara in the early 1970s. In 1977, as tensions between Somalia and neighbouring Ethiopia reached a boiling point over the disputed region of Ogaden, Somalia ordered 30 Fiat 6616 armoured cars armed with 20 mm MK 20 autocannons from Italy. However, they would only arrive in 1978–1979, after the conclusion of the Ogaden War. In 1991, at the conclusion of a 10-year war of independence, the northern part of Somalia declared independence as the Republic of Somaliland. During that war, they captured much of the military equipment in the region, especially around the major city of Hargeisa. This included some of the Fiat 6616 armoured cars that Somalia had purchased just over a decade earlier. At some point in the early-to-mid-2010s, likely in 2014, the Somaliland National Army (Somali: Ciidanka Qaranka Soomaaliland) began refitting its Fiat 6616s with UB-16-57UMP (Russian: УБ-16-57УМП) rocket launchers that were originally intended for aircraft. The launcher was fitted to a simple mounting on the turret roof without the ability to elevate or depress.

The FIAT 6616UB was introduced as a reward for Battle Pass: Season XXIV "Do It Yourself". It is a very nimble vehicle, with a top speed of 100 km/h, making it very effective for flanking and scouting. The 20 mm cannon can effectively deal with lighter targets and can sometimes destroy components such as gun barrels and tracks, but struggles heavily against the thick armour of heavier targets. The rocket launcher's inability to elevate or depress also makes it very difficult to aim and means that it is not a reliable method of dealing with targets except at point-blank range. The vehicle itself also suffers from an extreme lack of armour, making it unable to withstand hits.
